Lior Blecher is an Associate with Popescu Roman Radu Florea & Associates. He advises clients on both corporate and contentious matters, with a strong focus on renewable energy and complex civil and commercial disputes. His practice combines transactional expertise in PV, wind, and BESS projects with extensive experience in litigation and strategic dispute resolution across a broad range of industries. Lior assists clients throughout the full lifecycle of projects — from development and acquisition to regulatory challenges and court proceedings — managing a cumulative renewable portfolio of approximately 300 MW and significant multi-million-euro investments.

Experience

• Energy (Corporate & Transactions) — Advised major foreign investors and family-owned businesses on the assessment of over 300 MWh of PV and BESS projects (including operational assets) and assisted with the acquisition and development of renewable projects in Romania. His work includes legal due diligence, transaction structuring, drafting and negotiating transactional documentation, and regulatory assistance throughout the development phase.
• Dispute Resolution (Civil & Commercial) — Represents clients in complex civil and commercial disputes across multiple sectors, with particular focus on intellectual property, real estate, urban planning and construction matters, and contractual disputes. His practice centers on representation in court proceedings before Romanian courts, including cases involving property rights, zoning and permitting challenges, contractual performance and termination, damages claims, and enforcement actions.
