The new Code on Spatial Planning, Urban Planning and Construction enters into force on 25 August 2026
Law no. 169/2026 on the Code on Spatial Planning, Urban Planning and Construction (CATUC) was published in the Official Gazette of Romania, Part I, no. 661 of 10 August 2026 and enters into force on 25 August 2026, 15 days after publication (Article 575). The new Code brings together in a single piece of legislation the matters governed until now by Law no. 50/1991 on the authorisation of construction works, by Law no. 350/2001 on spatial planning and urban planning and, in part, by Law no. 10/1995 on quality in construction. Set out below are the main new features, together with the transitional rules applicable to ongoing projects.
Offshore Wind Concession Rules: Public Consultation Open until 27 August 2026
On 17 August 2026, the Romanian Ministry of Energy released for public consultation the draft specific rules governing the award of offshore wind concessions in the Black Sea. Their adoption is the precondition for launching the first competitive award procedure. Comments may be submitted until 27 August 2026.
